MOD and war horses

Apparently the MOD has put down 4 healthy horses in 2011 because they had a bad temperament? If this is true then they are a collection of idiots who should be prosecuted for criminal behaviour? Why the hell did they do that and what's the RSPCA and other animal welfare organisation done about this? Who is responsible?
